Can You Text On Your Phone While Stopped at a Red Light Without Getting a Ticket?

If you're unsure, you're in good company.  Turns out the police and the courts are both unclear as well.

However, a new bill aims to close that legal loophole by banning drivers in New York from using their phone while stopped at a red light, stop sign, railroad crossing or during traffic delays.

In other words, if you're in the car and the ignition is on, you can be cited for texting.
